orca のページの [woodyインストール方法] のとおりに
インストールなさったのでしたら、[38.sshの初期設定(rootユーザ)]
のところで、[/etc/ssh/sshd_config] を編集してるかと思います。

これを元の設定に戻して、リスタートして、
 # /etc/init.d/ssh restart
もう一度、scp コマンドを試してみていただけますか？
