orca-techには登録していないのでこちらに書かせていただきます。

echo ruby hold | dpkg --set-selections
echo libruby hold | dpkg --set-selections
echo postgresql hold | dpkg --set-selections
echo postgresql-client hold | dpkg --set-selections
echo postgresql-dev hold | dpkg --set-selections
としてrubyとpostgresqlをholdしておくと現時点でsargeORCAは問題なく動きます。
