ご指摘ありがとうございました。＼の半角は不明で途方にくれていましたが、はずして実行したら読み込みできました。

素人につきあまりに従順でもうまくいかないのでしょうか。Linuxの仕組みを勉強中です。

おそらく
root@ubuntu:~# wget -q -O＼
 /etc/apt/sources.list.d/jma-receipt-lucid45.list＼
http://ftp.orca.med.or.jp/pub/ubuntu/jma-receipt-lucid45.list
で＼が大文字になっているためjma-receipt-lucid45.listに
http://ftp.orca.med.or.jp/pub/ubuntu/jma-receipt-lucid45.list
が登録されなかったのでしょう。
＼を半角にするか。
sudo gedit /etc/apt/sources.list.d/jma-receipt-lucid45.list
で
http://ftp.orca.med.or.jp/pub/ubuntu/jma-receipt-lucid45.list
を登録されてはどうでしょうか。
