関係者の方ご苦労様です。
高瀬＠品川です。
最近、検索が遅いので気になって調べたら
localeがja_JP.eucJPのままでした。
そこでinitdbのやり直しですが下記の中で

initdbのやり直し手順
1. jma-receiptの停止
$ sudo /etc/init.d/jma-receipt stop
（中略）
4. initdbの実行
(su して postgresユーザになります)
$ sudo su - postgres
(initdbを実行します。オプションに注意してください)
$ /usr/lib/postgresql/bin/initdb --no-locale -EEUC-JP -D
/var/lib/postgres/data
(--no-locale　の部分は(-)ハイフン(-)ハイフンno-locale です)

上記の-EEUC-JPは-E EUC_JPの誤りではないでしょうか。

診察時間中なので検証していないですが、
initdbのoptionを調べると　-E　オプションが載っていました。
宜しくお願い致します。
