外しているかもしれませんが、この情報で私がわかることです

sshとpostgreSQLのデーモンは走っていますか。
$ ps ax | grep sshd　と入力
259 ?? S  0:00 /usr/sbin/sshd　など

$ ps ax | grep postgres　と入力
351 ?? S 0:00 postgres :orca orca 127.0.0.0 idle　など

grepを含んだ行しか出てこない場合、パソコンを再起動して下さい。
$ su
passwd:rootのパスワード
# reboot


この問題ではないのですが、
/home/orca/.orca/orca
このファイルできていますか？
起動はこのようになっていたかと思うのですが。
glclient -style ~/orcarc -user ormaster -pass ormaster panda:orca00
